Council tables Victoria HTV development agreement after developer requests phased parking plan

The City of Victoria City Council temporarily set aside consideration of the Victoria HTV Development Agreement (agenda item 5.14) after the developer requested a change to the parking construction schedule. Developer Brian Syler asked that the agreement be adjusted so Lot 1 (bank and coffee shop) be required to construct only the parking required by code for that lot while Lot 2 (medical office) would be built later when tenants are secured.
Syler told the council that the bank tenant wished to begin construction immediately but Ridge View (a planned medical tenant) could not commit to build the second structure on spec. He said the developer will construct the 39 stalls required on Lot 1 and later provide required spaces on Lot 2, plus extra stalls, to meet code and operational needs.
City staff and the city attorney cautioned that the change is more than a minor tweak because it would affect exhibits, security amounts and the math that establishes public improvement obligations. Attorney Vos recommended tabling the item until an updated agreement could be reviewed by staff and the city attorney. Council Member Roberts moved to table 5.14 until April 13 to allow negotiation; council approved the motion.
The council did not act on the development agreement and directed staff and the developer to return with revised contract language for council consideration at the April 13 meeting.
