Mount Clemens Commission approves FY2024 budget amendments after clerical correction

The Mount Clemens City Commission voted to amend the 2023-24 fiscal year budget to reflect anticipated activity across city funds, including recognition timing for nearly $2 million of American Rescue Plan Act (ARPA) revenue that had been recorded in fiscal 2023.
City staff explained the full amendment reduces the general fund balance by nearly $2.2 million on paper but, because ARPA revenue was previously recognized in FY2023, the amendment's net effect on the current fiscal year fund balance is about $170,000 after offsets and other revenue and expenditure adjustments.
Danielle Kelly, manager for Plante Moran's government accounting practice, told the commission a clerical line for $60,000 in accounting department contractual services was included in the packet in error and requested it be excluded from the approved amendment. A commissioner proposed and the body adopted an amendment removing that $60,000 line and adjusting totals accordingly; the amended motion was then approved by roll call.
The commission discussed that earlier audit bookkeeping led to recognizing ARPA funds in FY2023, and staff said those funds were used, in part, to offset Macomb County sheriff police services. Staff also said additional amendments may be presented later in the spring as project activity becomes clearer.
The approval followed standard practice under Michigan's Uniform Budgeting and Accounting Act (Public Act 621 of 1978), which requires amendments when functions exceed original appropriations. The commission recorded the vote in roll calls during the meeting.
