Easements and right‑of‑way: The council approved two ordinances vacating portions of previously recorded natural‑gas easements (Belvadier subdivision and Old Ivy Road) to allow new development where utilities have been relocated, after staff confirmed no active gas facilities occupy the vacated corridor. Council also authorized subordination agreements so VDOT may accept completed streets while the city's gas facilities remain maintained.
Revocable agreements: Council approved a five‑year revocable right‑of‑way agreement allowing Lighthouse Studios to use an unimproved parking lot adjacent to 220 West Market Street and adopted a revocable license formalizing Hillenwood Funeral Home's use of six on‑street spaces during services in exchange for 12 off‑street spaces (both adopted after public hearings).
Dogwood Memorial funding: After pulling item 11 from consent the council approved a separate motion allocating $100,000 to the Dogwood Vietnam Memorial Foundation and $4,260.65 to the CIP contingency (vote 4–1).
Implementation: Staff will complete the ministerial steps required by the adopted ordinances and proceed with deeds and any recording needed; easement vacations and right‑of‑way documents will be recorded per Virginia code procedures.
