Kalispell council approves multiple Bloomstone and Starling plats, awards routine construction contracts

Council adopted Resolution 6311 to conditionally approve the preliminary plat for the Bloomstone Apartments project, a subdivision of approximately 11.91 acres into three multifamily lots governed by an already‑approved Bloomstone planned unit development (PUD). Planner Donnie McBth told the council the preliminary plat “implements the approved development framework and does not create new land‑use entitlements.” Staff recommended approval subject to listed conditions.
Council also approved Resolution 6312, permitting Starling subdivision phases five and six. Donnie McBth said the proposed 12.55‑acre subdivision would create 54 single‑family residential lots and rely on previously approved infrastructure and internal street extensions. Developer representatives confirmed they would meet staff conditions; Eric Mke of Sand Surveying said the owners were prepared to comply with the conditions in the staff report.
Separately the council approved a final plat for Bloomstone Town Homes (formerly Bloomstone phase 4A), a 7.6‑acre subphase containing 42 townhouse lots. PJ Sorenson said all infrastructure had been installed and either accepted or bonded; a subdivision improvement agreement for $636,241.87 was secured.
On the consent agenda the council approved six routine items, including bids and awards for public‑works projects: Cold Water Drilling and Pump for public‑water well work ($174,360, contingent on agency approvals); Jackson Contractor Group for stormwater facility base bid and alternates ($1,522,550); Sunset Pools and Construction LLC for a waterpark lazy‑river repair ($239,350); selection of CWG Architecture for professional services on a new central garage and solid‑waste facility; and Sawtooth Emergency Vehicles for a Type 1 ambulance build ($321,000). The motion to approve the full consent agenda passed with council unanimous support.
Councilors asked a handful of clarification questions about connectivity to a future multi‑use park near the Starling site and geotechnical review on the Bloomstone projects; staff said traffic and infrastructure impacts had been addressed in prior PUD approvals and by geotechnical reports filed for the developments. Council votes on the plats were recorded by roll call and each motion carried.
The meeting record shows council will continue related work during upcoming planning sessions and will review final engineering during the building‑permit and final‑plat processes.
