Corrales Village received a detailed presentation of a draft Interior Drain Master Plan on Wednesday, as designers from Anthropopulus Design and Planning outlined a phased approach to reduce through‑traffic, enhance safety and support habitat along the village’s two‑mile interior drain.
Amy Bell, a landscape architect with Anthropopulus, told residents the document is a framework rather than a construction plan and that further engineering and community meetings would be needed before any work begins. The plan builds on a 2023 joint powers agreement between Corrales Village and the Middle Rio Grande Conservancy District (MRGCD) that transferred day‑to‑day management of much of the corridor to the village while leaving some southern reaches under MRGCD operation.
The plan identifies four priorities: access management, pedestrian/bicycle/equestrian safety, habitat and ecological stewardship, and maintaining the drain’s drainage function. Bell said the team proposes a three‑tier access scheme: multi‑use paths for people (pedestrians, cyclists, equestrians), 'no‑change' corridors where conditions remain as is, and local‑access lanes that retain resident vehicular access but discourage through‑traffic. Designers emphasized that emergency vehicle access would be preserved across all routes.
Two low‑impact tools are central to the scheme: signage (for example, 'Local access only' and 'No parking') and flexible bollards that can be driven over by emergency vehicles. Bell said the team considered more permanent treatments such as roll curbs and gates but favored flexible bollards for cost and maintenance reasons.
On habitat, the plan recommends native plant palettes and revegetation strategies tailored by reach to attract desired species while minimizing irrigation needs. Bell said the team worked with wildlife biologists and nonprofits including Rio Grand Return on restoration concepts and noted that restoration can be phased and localized rather than applied uniformly.
The presentation included cost and timeline estimates presented as planning‑level figures: intersection bollards and a drain crossing in the higher range of the estimate were cited at about $120,000–$150,000; habitat restoration was presented as roughly $65,000 per acre; and the presenters estimated that implementing all phases except road resurfacing could total under $500,000. Bell said simple access management measures could be implemented within months after funding is secured, while full habitat restoration may take three to five years in staged projects.
Bell listed potential funding sources including state capital outlay, county Soil and Water Conservation District mill levies, state wildlife and wetlands grants and federal or state transportation safety programs (for example, Safe Routes to School and Transportation Alternatives). She also described possible implementation partners such as the Soil and Water Conservation District, Rio Grand Return, Rocky Mountain Youth Corps and local volunteers serving as habitat stewards.
Bell closed by saying the plan will be submitted to the village for council consideration; she added that no implementation or design is funded yet and that additional design and community review must precede any construction.
