Council committee debates $470,000 CDC enhancement and places travel restrictions pending a strategic plan

County staff recommended a $470,451 increase to the Montgomery County Economic Development Corporation (CDC) for FY27 — a $339,000 program enhancement plus a $131,000 inflationary adjustment — while flagging CDC use of one-time reserves to sustain operating levels.

Jared Smith, CDC president and CEO, told the committee the CDC delivers outsized returns to the county, saying, "for every one dollar that is allocated to the CDC from the county, you're getting $11.48 back," and urging investment in staff and expanded business development to generate jobs and tax revenue. He said CDC is building leadership capacity, adding research capability and finishing a strategic plan (about 35% complete).

Council members pressed CDC on sustainability and the use of reserves. Staff and the county executive encouraged a deeper review: CDC has used reserves to backfill staffing and one-time investments; staff suggested the enhancement could be reduced by $131,000 or placed on the reconciliation list pending further scrutiny.

Committee members also sought clearer rules for county-supported international travel. Several members worried that travel had been planned without a shared strategic framework; the committee adopted a motion to prohibit county-funded international travel for the first six months of FY27 until CDC and the county executive present an agreed strategic plan and clearer controls on trip planning and spending.
