Crow Holdings’ application to rezone parcels near Liberty and Edge Road from commercial (C2) to light industrial returned to council after a request for more traffic analysis. Planning staff, working with the city engineer and the applicant’s engineer, said a revised traffic impact study and a restriping plan were submitted that increase the length of the southbound left‑turn lane by about 45 percent and lengthen the taper so additional vehicles can queue safely.
Sean Myers, planning and zoning administrator, told council the Georgia Department of Transportation (GDOT) considered the project area near its jurisdiction but determined the work falls under local review because the project qualified as minor for state permitting. That means the city will review and approve roadway changes. City engineering staff told council the proposed restriping and repaving would be acceptable as part of the development approval, and staff recommended approval with conditions that include the restriping plan and repaving with final engineering signoff.
Several council members expressed traffic and safety concerns for the busy Chevron/Liberty Road corridor and asked staff to closely review staging, construction traffic and enforcement. Planning and zoning recommended approval with an additional condition; council deferred formal action to the public hearing process but indicated staff‑recommended roadway improvements will be required if the rezoning proceeds.
Other rezoning items (including a proposed convenience store/fuel station at 974 Dallas Highway and a church campus special‑exception request) were tabled to allow applicants to revise plans or to complete utility reviews. The city requested updated engineering when applicants return.
