Board to consider recognition of classified staff association; review and vote scheduled next week

The Thompson School District board directed staff to place an action item on next week’s meeting agenda to consider whether to recognize the Thompson Education Support Professionals Association (TESSPA) as the exclusive representative of classified employees.
Superintendent Dr. Heler and HR chief Tiffany Rogers presented three options: recognize TESSPA as the exclusive representative, keep the existing Classified Staff Advisory Council (SEESAC) as-is (not recommended), or redesign/rebrand the advisory council with clearer bylaws, dispute resolution and broader outreach. Rogers noted differences between an independent association that charges dues and a district-run advisory council that would not require membership fees.
Board members debated dues thresholds and representative thresholds. The teachers’ association model uses a 50%+1 membership threshold for exclusive recognition; several board members said they would not support granting exclusive recognition unless the classified group met a similar level of commitment. Others urged clarity and a prompt decision so classified employees are not left in limbo.
After extended discussion the majority of board members signaled they wanted a formal vote on the TESSPA recognition question at next week’s meeting; staff will prepare agenda language and options for the board’s consideration. The board also requested that administration continue work on a redesign of the advisory-council model to ensure an inclusive, district-run pathway for all classified employees to voice concerns.
The board’s procedural vote next week will determine whether to initiate the mutual agreement process with TESSPA, which — if approved — would require drafting a memorandum of understanding or similar agreement for scope and operational details.
