Centerville council approves conditional-use change for Shoreline Commerce Park to allow limited vehicle sales

The Centerville City Council on April 7 approved ordinance 2026-04, a zoning text amendment that adds a new, limited conditional use for vehicle sales or rentals in the Shoreline Commerce Park (SCP) and removes heavier vehicle-and-equipment rental or sales as a permitted use. The motion passed 4–0; the mayor was recused for the item because he disclosed a familial conflict of interest.

Staff told the council that applicants Tom Allred and Nathan Cook (owners of Sal Moto) requested the amendment to satisfy a condition attached to an earlier conditional-use approval allowing specialty motorcycle sales in the SCP zone. "Condition number four states no mechanical repair shall occur on the property until such time that the zoning text amendment...is applied for," staff said, noting the amendment would allow only the limited indoor maintenance typical of a dealership and would subject other operations to conditional-use review.

Planning staff recommended the change after reviewing existing permitted uses in the SCP and the Planning Commission recommended approval in February. Council members pressed staff on the scope of allowed repairs and outdoor vehicle storage; staff reiterated that the amendment is intended to prevent heavy-equipment uses (e.g., large bulldozers and heavy trucks) the council and staff agreed are inappropriate for the Commerce Park.

Mike Eggett, who spoke during the discussion, described why staff proposed removing the heavier-vehicle use from the permitted list: "We were surprised to see the level of impact being in there already. Ironically enough, asking us to remove it made sense to staff like, 'Whoa, do we even want these kind of uses in that zone?'" His explanation framed the change as a protective cleanup rather than a broad expansion of automotive uses.

Before the vote the mayor disclosed a conflict: he said Nate Cook is his nephew and would not participate; the council directed him off the dais for that item. After brief final remarks from staff and the applicant and no public testimony, the council approved the ordinance 4–0 with the conflict noted in the record. The ordinance establishes the limited vehicle-sales category as a conditional use, meaning each future business seeking that activity in SCP will require additional review by the Planning Commission and council as applicable.

Next steps: the ordinance will be finalized and codified; applicants seeking to operate under the new limited use will proceed through conditional-use review and any site-specific conditions tied to environmental protection, outside storage, and repair activities.
