Manhattan board approves decorations, leak detector, fireworks contract, LPR renewal and summer event

At its April 7 meeting the board approved multiple resolutions: $30,112 for LED holiday decorations, a $26,051 leak-detection device to keep repairs in-house, a fireworks contract up to $15,000 for Labor Day, $5,999 in Route 52 banners/decorations (JADA-supported), renewal of a county IGA for two license-plate-reader cameras, authorization of a May 30 community event, and two reappointments to municipal boards.
The Village of Manhattan board approved a package of resolutions on April 7 covering equipment purchases, event contracts and a surveillance agreement.
The board approved the purchase of new LED holiday decorations from Moska Design at a cost of $30,112.02. Staff said the LEDs should last roughly 10 years and come with a three-year light warranty; the village plans to store the displays indoors when not in use.
Council members also approved purchase of an in-house leak-detection listening device from Fluid Conservation Systems for $26,051 to reduce costs and response time for locating water-main leaks previously handled by third-party contractors.
The board authorized execution of an agreement with Pyrotecnico Fireworks for a 15–20 minute Labor Day weekend show to be launched from Manhattan Intermediate School and the Round Barn, with a contract not to exceed $15,000. A trustee asked staff to ensure cleanup of the launch site after a prior year’s debris.
Separately, the village approved purchase of patriotic banners from Ace Endures ($1,740) and lighted Route 66 decorations from Moska Design ($4,250.40) for Route 52 between Foxford Drive and Anna Mack Elementary School; staff said the JADA grant presented earlier supports those purchases.
The board also voted to renew an intergovernmental agreement with the Will County Division of Transportation to retain two license-plate-reader (LPR) "Flock" cameras on county-maintained roadways. Chief Ryan Gully addressed privacy concerns and described a public transparency portal that shows how the cameras are used; he cited past cases in which plate reads assisted investigations and prosecutions.
Finally, the board approved a new combined community event—"Pig in the Parking Lot and Pig Out and Pace Yourself 5K" on May 30, 2026—in partnership with Arrowhead Smoke Works. Staff presented an estimated income of $5,000 against $7,395 in expenses; trustees asked clarifying questions about the expense columns and net shortfall, and staff said they would refine packet details. The meeting closed after reappointing Aaron McDonough to the police pension fund and Al Griffiths to the Police and Fire Commission.
