Staff presented the board’s FY 2023–24 closing position, reporting cash in the board account as $242,450 and that the board had set aside $100,000 for reserves, leaving roughly $142,000 for regular operations. Staff reported total revenue collected by the board in FY 2023–24 as $32,437 and said the actual staff expenses for the year were $27,192. Based on the prior‑year actuals and the current count of rent‑controlled spaces, staff said the annualized fee equates to $1.90 per month per space (reported as $1.90). "What that's going to look like to people living in these spaces each month is a charge of $1.90 per month," said Steph, the staff presenter.
A member of the public asked whether the board’s cash 'cushion' is used for other city areas; staff responded, "That ... $242,450 ... is restricted to Rent Appeals Board so that is your bank account ... it is not allowed to be used for any other purpose," clarifying the funds are restricted to board activities. During deliberation board members requested historical data on staff expenses and past registration fees; staff committed to compiling data going back to the fiscal‑year realignment (2020–21) and offered to pull about four years of records if it is cost‑effective.
The board approved Resolution 2024‑04 by roll call (Vice Chair Kirby: yes; Chair Raymond: yes; Board Member Taylor: yes; Board Member Davis: yes). The motion passed 4–0 with one member excused. Staff noted the registration fee invoices will be sent to park owners and are due Feb. 1, 2025.
