The Roswell City Council voted unanimously on Feb. 9 to terminate scope of work number two under a master services agreement that had provided for an outsourced chief operating officer.
Jason Yao, speaking during public comment, alleged the contractor had represented a local soccer league and suggested that representation created a conflict of interest that could be cause for termination. The council discussed the matter briefly; City Attorney Davidson told the council that the contract includes a termination‑without‑cause clause and that payout is the lesser of finishing out the contract or six months of payments at the same rate.
Several council members characterized the contracting process that created the outsourced role as outside the typical hiring process and said, given that the arrangement was already in place, termination was the practical option. Councilmember Bas moved to terminate scope of work number two; the motion was seconded and the council approved the termination unanimously.
The termination triggers a staff follow‑up to determine the city’s payout obligation under the contract and the steps for transitioning the outsourced responsibilities. City staff and legal counsel will carry out those duties in the coming weeks and report back to the council.
