Committee members asked clarifying questions about article 8, the Kitridge bond authorization, specifically whether the warrant language accounts for the district’s expected state reimbursement through the Massachusetts School Building Authority (MSBA). Administration explained the town must authorize borrowing for the full project amount; the MSBA reimbursement reduces the net debt after the town submits receipts and receives grant payments under the standard project funding agreement. "You have to take a bond for the entire amount," a member said in questioning; administration confirmed the warrant contains language to reduce the borrowing amount by any grant amounts received pursuant to a project funding agreement when applicable.
Each warrant article was put forward as a recommendation for favorable action; the committee voted unanimously to recommend all four articles. Committee members urged that public communications ahead of town meeting clearly explain MSBA reimbursement and timeline to reduce voter confusion.
