Grapevine project moves forward with PPI oversight and CDBG drawdown available

URA staff updated the board that PPI has been selected to provide construction administration services for the Grapevine project and is coordinating with Technique and city planning for inspections and special‑inspection code alignment. The board heard that some change orders (welding, storefront windows, signage, TVs) remain under review to determine whether they are true change orders or can be resolved within existing scope.
The board was told the URA secured an extension on CDBG funding and now has access to a reimbursable drawdown of $396,450.43 to reimburse previously expended project costs, including payments to Technique Concrete Construction. Staff said exterior façade work and material selections are being finalized and that a finalized construction timeline will be presented at the May meeting.
Staff also described a NASA‑funded mural with the theme of resiliency — not a Forest Park portrait — which must be completed by June 30 to meet NASA's fiscal timeline; a final artist and design are expected in April.
Next steps: PPI will continue construction administration, staff will begin drawdown submissions for eligible reimbursable expenses, and the URA will review any recommended change orders once PPI and Technique reconcile drawings and pay‑apps.
