The Historic Dalton Trail Road Maintenance Service Area board elected Len Banzak chair and Tim Ward vice chair during its meeting and set a follow-up session to finalize its FY27 budget and review subzone funding and commercial user-fee recommendations.
A staff member opened the meeting, confirmed a quorum and said the board had no consent-agenda items. Presenter (Jill) reviewed the RMSA’s financial summaries and historical activity, saying, “At the end of FY 22, historic Dalton Trail had about 43,000,” and outlining FY26 assessed raises and December spending. She explained the RMSA’s structure: a top-line “historic Dalton Trail” fund paid by all property owners for shared services (notably plowing the first two miles of Chilkat Lake Road) with separate mills for Eagle Vista and Chilkat Lake subzones and an underutilized Porcupine subzone due to low taxable value.
During public comment, a resident described recent volunteer-funded work to install a bridge and landing at Chilkat Lake and urged stewardship of the landing and removal of abandoned trailers and waste; the resident said much of that recent work was paid for by donors and local volunteers, not borough funds.
On procurement, committee members said staff had solicited bids for Eco Vista work; staff reported one acceptable bid was received and that the project could proceed through the procurement process unless the RMSA requested scope changes. Board members discussed long- and medium-term planning and agreed to prioritize the FY27 budget, subzone-code clarification, proposed commercial user fees, and medium-/long-term capital planning at the next meeting.
The board scheduled its next meeting for Wednesday, February 25 at 4:00 p.m. in assembly chambers (Zoom available) and asked staff to post meeting materials and public notices 72 hours before the session. The meeting adjourned after the new business and scheduling items were completed.
Next steps: staff to publish the RMSA FY27 budget documents and the commercial-user-fee handout as meeting attachments and to notice the next meeting to allow public review and comment.
