Clay County commission approves zoning ordinance, intergovernmental agreements and routine contracts

The Clay County Commission approved a package of routine business on a series of motions, including the second reading and adoption of Ordinance 2026-01, authorizing amendments to the 2013 Clay County zoning ordinance covering definitions, manufactured-home regulations and several district boundary sections.
Commissioner (speaker label) moved to adopt Ordinance 2026-01; Chair seconded and the roll call vote was recorded as affirmative by commissioners present. The commission then authorized a joint powers agreement with the South Dakota Department of Transportation to permit spraying on state roads; a state representative attended to finalize the signing.
The commission approved a low bid from Pullman of $24,973 for removal and replacement of Structure 1403 (project 030-180) and accepted a driveway application for Larson Hay Incorporated for a site south of county road 313. Members approved a change order and payment application for the StreamBank stabilization contract (project 14-125-120) after staff reported prior contract figures: original contract ~$298,928, prior payments $175,145.71, and a current amount due of $24,210, reflecting a net reduction from the original contract of roughly $99,571. A payment for a dense concrete overlay (structure 14-103-090) of $92,004.43 was also approved.
Commissioners approved a resolution (2026-11), accepted surplus property transfers and surplus disposals as presented, approved vouchers, and adjourned. Most votes were routine voice or roll-call approvals with motions made, seconded and passed without extended debate.
The commission scheduled a short special meeting to continue discussion on a separate courthouse building project; staff will post notice with public-access arrangements.
