Commissioners and staff said issuing an RFP would create competition and provide a basis for evaluating Veolia or other operators. "If there's no competition, there's no incentive for Veolia to watch their numbers," Vinnie said, urging the commission to advertise the contract so the town can compare options and pricing.
Vinnie outlined a practical timeline: notify the incumbent contractor by January, release the RFP for public review by March, and host site tours and evaluate proposals by early summer. The commission approved a motion to pursue preparation of the RFP and instructed staff to begin drafting an updated solicitation.
The commission did not select a contract operator at the meeting; the action directs staff and commissioners to prepare and publish an RFP and return with draft language and a schedule for procurement and evaluation.
