Englewood updates major park projects; $200,000 estate gift directed to Belleview Park

Capital projects manager Gina Obering told the commission that Emerson Park is nearing completion with sidewalks, irrigation and new play pieces in place and that the city has arranged a phased construction strategy for Routollo Park so the playground can remain open while a custom restroom is built in phase one. Northwest Greenbelt design drawings are expected soon and procurement discussions enabled staff to propose a sole-source agreement with Elite Industries to accelerate construction pending city-council approval.
Tim (staff) presented a conceptual three-phase design for Ben (Airplane) Park with an estimated total cost near $4.5 million; phase one was shown at about $1.4 million and the city applied for a Rapo County grant that would provide $600,000 if awarded. Tim emphasized inclusive design elements—pour-and-play surfacing, ADA access, swings and accessible track rides—and said the grant award notification is expected at the end of July.
Staff also reported an unanticipated $200,000 donation from the estate of Jerry Robinson that city council accepted on short notice; staff plan to apply those funds toward the Belleview Park playground project, and the estate also directed another $200,000 to the historic society. Gina said the gift aligns with the project’s goal to provide a larger, more functional farm and party space and that a plaque will recognize the donor per the estate’s request.
Commissioners discussed restroom design preferences (some neighbors favor single-stall unisex restrooms), changing-table legislation that requires at least one accessible changing table in certain public facilities, and wildlife mitigation work after beaver damage at Centennial Park; staff report that relocation work previously cost about $2,000 per week and they are coordinating mitigation ahead of new plantings. Staff will continue procurement steps for the RFPs and keep commissioners updated on grant awards and council approvals.
