Dunn County highway committee awards bids for trucks, asphalt, sealcoat, pulverizing, markings and materials

The Dunn County Highway Committee voted May 8 to approve a slate of procurement awards and an adjusted unit price for three truck chassis, taking a series of motions that will move vendor awards and a price-change recommendation to implementation.
On vehicle procurement, staff told the committee an invoice from the truck manufacturer (International) added a $3,200 tariff to the previously accepted low bid for three 2026 truck chassis. Staff recommended accepting the tariff-cost increase to avoid rebidding and further delivery delay; the committee approved the adjusted price.
The committee also awarded supply and construction contracts recommended by staff:
- Asphalt materials: Monarch Paving Company was the sole bidder; staff recommended and the committee accepted Monarch’s proposal despite modest increases in price from last year (staff estimated about $1.50–$2.00/ton higher).
- Seal-coat oil and application: Based on unit pricing staff recommended Flint Hills and Farner Asphalt for seal-coat application and MIG for CRS-2 oil pickup; the committee approved those awards.
- Pulverizing: HS & Suns offered the low bid for pulverizing existing asphalt roadways (option one) and the committee approved that award; staff noted a water-injection pulverize option exists but carries higher cost.
- Pavement marking: Staff recommended Farner Asphalt for standard waterborne paint and Sentry Traffic for an epoxy trial (epoxy is costlier but may last multiple years on new pavement); the committee approved the standard paint contract and an epoxy trial section.
- Culverts: Metal culvert unit prices varied between bidders; staff recommended Metal Culverts Inc. for steel culverts and Ferrell Equipment for HDPE/plastic culverts; motions to accept both recommendations passed.
- Aggregate/base materials: For County Road I staff recommended using a nearby Hos quarry to reduce haul distance and avoid a posted bridge; for County Road C, staff recommended Milestone to balance price and hauling convenience. Both recommendations were approved.
In each case staff emphasized both unit price and hauling logistics; several bidders who were lowest on per-ton price were not selected because longer haul distances would materially raise project costs. Committee members also raised schedule and equipment-availability concerns; staff warned that rebidding items (for example the truck chassis) could delay deliveries by a year and potentially increase total costs.
All procurement votes were recorded as approved by the committee; individual vote tallies were not read aloud for every item, but a small number of individual motions recorded isolated oppositions during other agenda items.
