The Everett charter review committee voted unanimously April 9 to accept drafted language aligning the city’s civil‑service classification and hiring procedures with Washington state law.
A motion to use language provided by Michael Dur — intended to conform the charter to chapters 4108 RCW and 4112 — passed without recorded opposition. Supporters characterized the change as a process improvement that would reduce hiring inefficiencies tied to the city’s current “wall‑to‑wall” civil service practices.
One committee member said the change would remove unnecessary procedural burdens for certain positions and help the city retain talent. Members noted that any changes affecting represented employees would require bargaining and that the motion does not eliminate bargaining obligations.
The unanimous approval means the proposed language will be included in the committee’s draft report to the city council for consideration in the package of charter amendments.
Committee leadership asked staff to include the final draft language in the packet for the public hearing and the committee’s mid‑May review.
