City issues proclamations honoring Ernest Childers and promoting safe digging; staff thanks community for bond engagement

At the meeting Mayor Deborah Wimpy presented two proclamations and staff recognized a multi-year bond outreach effort.
The mayor presented a proclamation declaring April 8, 2026, Ernest Childers Day to honor the Broken Arrow native and World War II Medal of Honor recipient. Family members and a Muscogee Nation veterans official spoke about Childers’ service and legacy.
The council also proclaimed April 2026 as Safe Digging Month, emphasizing that Oklahoma law requires anyone planning excavation to notify OK811 before digging so underground utilities can be marked. Renee Kolier (representing OK811/OMG) accepted the proclamation and encouraged residents and contractors to call 811 before digging.
City Manager Mr. Spurgeon and communications staff recognized the contributions of council members, senior staff, consultants and more than 1,500 citizens who participated in roughly 70 public education events during the bond package outreach. Staff described the moment as the culmination of a two-and-a-half-year process to prepare a citizen-driven general obligation bond package.
