Harbor master reports Swanson Harbor easement progress; grants, insurance and budget updates presented

At the committee’s April 1 meeting Harbor Master Henry (S6) summarized administrative and operational updates: aging receivables lists, winter‑storm disaster accounting, and the addition of assistant harbor master Melina Shields. Henry said the Swanson Harbor easement application has been processed and that the borough expects to sign an easement with the Alaska Department of Natural Resources to extend the existing easement and avoid costly removal and remediation obligations.

Grants and contract administrator Helen Alton (S11) told the committee that a PIDP (Port Infrastructure Development Program) grant decision remains pending; she said the borough requested $11,000,000 and that an award would raise Lutak project funding to roughly $36,000,000 when combined with other sources. Alton recommended considering stepwise implementation and noted that federal grant decisions can be delayed.

Staff reviewed a maritime capital projects list and an insurance memo that offers an incentive‑based approach—vessel owners who carry marine pollution and liability insurance would receive a modest billing discount. Committee members asked about budget line‑items and presentation format; staff said more detailed budget footnotes and clarifying documentation can be provided at future meetings. Clerk Mike Denker (S9) reminded the group the ordinance revising dead‑storage exception permitting had its first hearing and is scheduled for a second public hearing and possible adoption on April 14.

On operations, committee members discussed ice‑house maintenance and the potential need to replace a control module (PLC) in a future capital plan. The committee set future meeting dates and scheduled a joint workshop with the planning commission and assembly for April 8 to discuss concept selection.
