North Ogden Council unanimously adopts consolidated fee schedule with green-waste and pool fee changes

The North Ogden City Council voted unanimously on May 12 to adopt Resolution O5-2026, a package of consolidated fee-schedule amendments that adjusts green-waste pricing, recreation fees, some utility-related charges and several administrative fees.
Council member Dalpez moved to approve the resolution and council member Neighbor seconded. During roll call the five members recorded in the vote were Dalpez, Neighbor, Watson, Carney and Pulver; the motion passed unanimously.
Key changes adopted and discussed at the meeting included:
- Green-waste charges: North Ogden residents will be charged $25 for a 10-punch pass or $3 per single load; Pleasant View residents were set at $50 for a 10-punch pass or $6 per single load as an intercity premium. Council members said staff will return with more data after a planned software rollout that will allow electronic tracking of punch passes.
- Aquatic and recreation fees: The season pass was set at $120 per individual. Staff said most routine recreation fees will rise by about 50¢ in line with updated program charges and to help address rising operating costs; discounts for seniors, military and adaptive-needs patrons remain in place.
- Building and public works adjustments: The building department recommended raising the off-site improvement deposit (paid by contractors when they perform work that may damage sidewalks or curbs) from $1,000 to $1,500 to better cover potential repairs.
- Water, meter and impact-fee clarifications: Staff flagged increased meter and meter-ring replacement costs and clarified impact-fee categories; they noted the city’s impact-fee work is recently updated and likely in a good position ahead of statewide scrutiny.
City manager John Call and department heads said some fees were being removed from the consolidated schedule because they had not been used in years, and that further tweaks to the schedule may be needed later in July to reflect contract-driven increases in solid-waste and sewer rates.
Council discussion focused on ensuring the city is not inadvertently subsidizing nonresidents and on making sure residents understand fee justifications. Council members emphasized the green-waste rates were intended as a temporary but explicit structure until more data are collected following an electronic-punch system rollout.
The resolution was introduced as "Resolution O5-2026, consolidated fee schedule amendments." The motion passed on a unanimous roll call vote.
