The Haines Borough Planning Commission on March 19 reviewed proposed Ordinance 26-02727, which addresses containerization of bulk minerals and atmospheric hazards. Commissioners pressed for tighter definitions distinguishing "containerized" from "sealed containerized" handling and asked for a monitoring requirement for fugitive dust and water quality.
Commissioner Patty Brown and others described past regional harms from uncovered transport and urged objective monitoring to know whether the ordinance's controls are effective. "There needs to be built into the ordinance a system for monitoring it," one commissioner said, recommending measurable water- and air-quality checks and simple field tests for escaping dust.
Members debated scope—whether the rule should apply to raw ore as well as processed concentrates—and how the ordinance would fit with waterfront zone uses and conditional-use rules. Commissioners noted a comparable approach in Skagway and suggested language revisions to clarify that the intent is sealed containerization where needed to prevent fugitive dust.
The commission voted to recommend that the assembly amend the draft ordinance to include explicit sealed-container language and monitoring for fugitive dust and water quality; staff will draft a record of decision for the planning commission's signature and submit it with the assembly packet for the April 14 meeting.
