Linn County Decategorization Board approves service contracts and accepts juvenile services transfers

The Linn County Decategorization Board on Aug. 8 unanimously approved several administrative and contracting actions intended to support preventive, family-centered youth services.
Board members approved the June 27, 2024 meeting minutes. The board then heard a fiscal update from staff member Amy Grunewaldt, who reviewed the FY24 spending summary and said, "No concerns and funds were expended as expected." The board accepted two Juvenile Court Services transfer letters to support Wrap Around Services in the Sixth Judicial District — one covering administrative costs and the other covering programming — and voted to accept the transfers per staff recommendation.
Meredith Hershner presented procurement results for multiple requests for proposals and bids. The board approved AAFRA as the successful bidder for Resilient Youth and Family Support Services after reviewers noted a stronger proposal overall while flagging performance measurement as an area to be strengthened. For Online Parenting Services, reviewers scored one bidder higher; the board approved YouthPort as the awardee. For Youth Mental Health Services, a single bidder scored very high and the board approved Foundation 2 as the successful proposer.
Chris Wyatt reported personnel updates for youth and juvenile services, saying three positions are being filled. Board members also reviewed fourth-quarter progress reports from funded agencies; Hershner said nearly every agency met or exceeded their goals and the board discussed whether targets should be raised for consistently overperforming programs.
All motions recorded during the meeting carried unanimously. The Decategorization program’s stated intent is to redirect child welfare and juvenile justice funding toward preventive, family-centered and community-based services to reduce reliance on restrictive, out-of-home care. The board set its next meeting for Sept. 26, 2024, at 3:00 p.m., to be held virtually.
