Treasurer/finance staff explained that the original architect contract was approved at $85,270 and that change orders totaling $19,500 brought the contractor total to $104,770; the current budgeted appropriation left a $5,000 shortfall, which the ordinance addressed by increasing the capital improvement allocation. Staff said the prior appropriation had budgeted $100,000 and the change order required a modest adjustment.
Council asked clarifying questions and then approved suspension of the rules and the ordinance by roll-call vote.
