The resolution, read and approved by the board, charges the committee with preparing preliminary and final plans, selecting architects and contractors, preparing bid documents, coordinating grant applications through the state Department of Administrative Services and monitoring construction. The town earlier approved a referendum authorizing an appropriation of $60 million for the project and authorized general obligation bonds or notes not to exceed $20 million of town debt.
First Selectwoman and board members emphasized oversight and fiscal caution. The adopted charge requires quarterly progress reports to the board of selectpersons and the board of education, with the committee aiming for substantial completion by fall 2028.
Fred Stanick, introduced himself and spoke to the board’s decision: “The school building committee has been very attentive … and we will continue to do that,” he said, adding the group intends to pursue conservative spending within the $20 million town‑debt limit.
Board members asked that the committee document all procurement steps and adhere to the state’s bidding and insurance requirements; adopted language also allows the town attorney and the building committee counsel to review contracts before execution. The first selectwoman and one co‑chair of the building committee are authorized to execute contracts for the project.
The board approved the resolution by motion and roll‑call. The motion’s language ties the committee’s authority to both the board of education’s education specifications and any required planning and zoning approvals before construction bidding.
Next steps: the building committee will meet regularly with the first selectwoman’s office liaison, develop procurement documents for architect and construction services, and deliver quarterly updates to the board of selectpersons and board of education.
