Multiple residents and fishing-industry voices urged the Haines Borough Planning Commission on April 16 to favor Option 1 for the Lutak dock replacement, arguing that a seawall and uplands access preserve capacity for large landings and crane operations.
"I've been a gillnetter for 50 years," Carl Johnson said in public comment, urging the commission to "trust the people who know what they're doing" and arguing that floating docks would eliminate space for forklifts and cranes that once delivered "a million pounds of halibut and salmon" and generated revenue for the borough.
Engineers from Moffett & Nichol answered technical questions in a later panel session. Paul Wallace said the project is being pursued as design-build, so detailed quantities are not final, but he told commissioners that "the combiwall is gonna be a lot more pile" than other alternatives. He also emphasized that "every one of these options is gonna include demolition" of the existing coffer dams because the current dock has exceeded its service life and cannot simply be left in place.
Why it matters: The dock is a capital project with significant cost and maritime-operational implications; the choice of alternative affects pile-driving, demolition scope, upland access and the ability to land large catches or host crane operations.
