City staff clears two food-truck respondents to proceed; draft concession agreements coming

Crystal Feest, Financial Services Director, reported the Parks & Recreation RFP for food-truck vendors at Yacht Club Community Park received two responsive proposals by the February 24 closing date — one gelato truck and one food vendor. The evaluation committee on March 4 recommended both respondents proceed toward a concessionaire agreement.
Feest said staff will draft a streamlined interim concession agreement for seasonal/temporary operation (less extensive than a brick‑and‑mortar concession agreement) and circulate it first to legal and then to both vendors. "We think within a week, week and a half we would be able to get a draft to them," she said. Staff recommended allowing both vendors to operate under an interim agreement while the longer-term contract is completed.
Council asked about the procurement and whether additional unsolicited vendors could be accommodated later; staff said the RFP allowed up to three vendors and the city would consider new proposals if market changes warranted. No formal action was required beyond authorization to proceed with drafting agreements.
