The City Council adopted an ordinance amending the city's fee schedule related to solid‑waste fees after a public hearing that drew no speakers in favor or opposition. Councilor Rourke moved to adopt the ordinance and a roll call recorded 11 yes, and the ordinance was enacted.
Separately, the council authorized the city manager to accept and expend three awards: a $30,000 gift from All Peoples Church to be used by the Lowell Police Department; a $19,674.59 firefighter safety equipment grant from the Executive Office of Public Safety and Security (EOPSS) for the Fire Department; and a $173,154 community biodiversity grant administered by the Department of Planning and Development. Each motion passed by roll call with the votes recorded as part of the meeting transcript.
Councilors thanked donors and staff and asked for standard reporting on the grants' implementation. No amendments to the grants were proposed at the meeting.
