He said recent federal changes prompted requests to amend those policies; staff worked with state and federal reviewers and legal counsel to prepare the revisions. Mike thanked Business Administrator Glenn Scarzinski and the agency grant writer for assistance in drafting the amendments.
The board moved and adopted the civil-rights policy (referred to during discussion as a 'Title' policy after clarifying which Title applied) and the amended procurement policy by roll-call votes with all commissioners recorded as voting yes. The agency chair and attorney said the documents will be uploaded to the federal portal to complete the grant requirements.
In related business, the board authorized payment of bills totaling $37,525.27 (operating $25,626.52; escrow $11,898.75) by unanimous roll call.
The agency will submit the amended policies and related materials to the federal agency to finalize the grant onboarding process, after which engineering work for the planned study can proceed.
