Somerville introduces ordinance to raise snow-emergency parking fine to $100; council discusses towing and emergency notifications

The Borough Council on March 16 introduced Ordinance 2790 to amend Chapter 166 (emergency no parking). The proposed changes increase the fine for parking during declared snow emergencies from $40 to $100 and clarify that the Office of Emergency Management may designate emergency no-parking streets under statute.

Council members framed the change as focused on compliance rather than revenue. Several members asked questions about towing logistics and consumer protections: one councilmember suggested limiting the amount a private tow operator can charge or directing tows to a public lot so residents can more easily retrieve vehicles and avoid excessive private storage fees. Staff noted a separate towing ordinance governs rates and that during large storms towers may be reluctant to respond at current municipal towing rates.

Council also discussed complementary measures raised elsewhere on the agenda: Resolution 117 (an application to a statewide insurance fund grant to support a borough emergency communication system) is on the consent agenda, and OEM staff have been using door-hanger notifications in prior storms to warn residents. Council members urged continued improvements in outreach and communication ahead of storms, and suggested additional DPW operational planning for severe multi-week ice events.
