Escondido commission certifies five speed surveys, forwards changes to council

The Escondido Transportation and Community Safety Commission voted Tuesday to certify updated engineering speed surveys for five roadway segments and forward the recommended change to the City Council.
Staff presented standard 85th‑percentile speed studies and rounding practices under California Vehicle Code guidance, and recommended retaining posted speeds on four segments while lowering one Rock Springs segment to 30 mph under CVC Section 22358.7. The changes were recommended after staff said the sampled 85th percentile rounded to speeds that, when adjusted under CVC methodology, supported the lower posted limit.
Mr. Shahzad, the staff presenter, described the survey method and rounding rules, saying the team samples 100 vehicles at midblock locations and rounds 85th‑percentile results to the nearest usual posted increment.
"We look at a sample of 50 vehicles in each direction, a total sample of 100 to evaluate the 85th percentile," Mr. Shahzad said during the presentation.
Commissioners asked staff to correct a mislabeled table in the packet that conflated the Rock Springs segment endpoints; staff confirmed the speed survey in the staff report is correct and noted the clerical error would be fixed in the minutes. Chair members then moved and seconded certification of the surveys.
The commission approved the staff recommendation 5-0. Staff will present the certified speed survey package, with the corrected segment description, to City Council for ordinance or resolution action to amend posted speed limits.
Next steps: staff will submit the corrected documentation and the council will consider the ordinance to change the posted limit for the Rock Springs segment.
