Staff recommended three parcels along Tiffen Avenue receive C2 general commercial zoning while the remainder receive R1 large-lot residential zoning, consistent with the city land-use plan and existing development patterns.
Commission discussion focused on notification and process: commissioners noted that the city previously offered property owners the option to annex into the city in a separate outreach effort and that, in this case, the owners requested annexation rather than the city initiating it. A township trustee asked the commission to consider annexing a larger contiguous area because of maintenance concerns for roads that would remain with the township; staff reiterated that annexation here is owner-initiated and that township concerns are heard but do not change the legal process.
Engineering and fire prevention provided no comments for the record. Commissioners asked whether affected neighbors had been notified; staff said mailed notices and additional postings would follow later in the process when appropriate. The commission moved, seconded and voted to recommend the initial zoning assignments to City Council; council will make the final decision.
