Stephens County commissioners approve health-plan renewal, new supplemental benefits and a package of invoices

Stephens County commissioners approved a series of routine county actions, including renewal of the county’s primary health-insurance contract and a switch in supplemental benefits, and authorized payment of several vendor invoices.
A staff member who presented the health-plan item said the county’s Cigna Healthcare agreement will increase by about 16% this year but that a one-time credit brings the effective increase to roughly 12%, an amount the presenter said is already included in the current budget. "Our Cigna Healthcare agreement is going up approximately 16% this year," the staff member said. She added the base employee plan will rise by about $3 per pay period and that the plan covers about 98% of employees, making the employee-only cost “still less than $25 a month.”
The chair asked about employee participation; the presenter said enrollment has risen from under 100 people several years ago to about 115 employees on the plan now.
The board also approved moving vision, dental and supplemental benefits to Aflac. The presenter reported lower projected costs for the supplemental package (dental costs down about 12.6% and vision costs down about 7.2%), expanded orthodontia coverage to age 19 and improved vision co-pays and lens/contact benefits. She said basic life insurance offered by the county will increase from $30,000 to $50,000 per employee with no significant change in cost.
The commission deemed two sheriff’s vehicles (a 2003 Chevy Tahoe and a 2008 Grand Marquis) surplus and authorized the chairman to sign the related resolution. The board also approved payment of routine vendor amounts: a Johnson Controls annual service invoice for $10,746, Acree Oil fuel invoices ($15,951.39 for gasoline and $14,606.39 for diesel) and a Bennett Equipment quote of $49,300 for two track mowers. During discussion commissioners debated whether a single larger tractor would be more efficient than two track mowers for right-of-way mowing and whether trailer logistics or CDL requirements would affect operations. One commissioner moved to postpone the equipment purchase and solicit tractor quotes; the transcript does not record a definitive vote on that postponement, and the board later proceeded to approve the Bennett Equipment invoice.
