The Marion County Board of Supervisors voted unanimously April 28 to adopt Resolution 2026-51, an amended Chapter 28E city–county planning and zoning agreement with the City of Pella that clarifies jurisdiction for parcels near the citys one-mile extraterritorial boundary.
Under the amended agreement, a parcel or subdivision will be considered entirely within Pellas extraterritorial area if 50.5% or more of its area lies inside the one-mile boundary; parcels that do not meet that 50.5% threshold will be treated as outside the extraterritorial area. The amendment also states that parcels within the one-mile extraterritorial area that are zoned A-1 and subject to City jurisdiction must meet a minimum lot area of three acres; such parcels remain subject to City site development and subdivision regulations.
County officials said the change is intended to clarify which jurisdiction applies when parcels cross the one-mile line and to align minimum lot-size treatment for agricultural A-1 parcels with the countys standards. The resolution cites authority under Chapter 28E of the Code of Iowa and was passed as presented.
