San Rafael trustees review Measure P engagement plan and timeline for downtown library renovation

A staff member summarized a first stakeholder meeting held earlier in the week, and said the library will launch a community engagement survey next week with QR codes and mailed notices to cardholders. "We had our first community stakeholder meeting," the staff member said; "we went over roles and expectations and we'll put together a report of the feedback."
Staff outlined a procurement and design schedule: staff plan to issue an RFP for a design-build team in June 2026, select a design team by November 2026, and run the concept-development and schematic design phases through March 2028. Construction is expected to begin in August 2028 and finish in January 2031 under the current schedule.
Board members and stakeholders discussed programmatic priorities and trade-offs, including how to allocate space between the library and the community center, dedicated older-adult programming areas, flexible joint-use rooms, and potential performance-space options. One trustee said the initial stakeholder conversation revealed a wide range of interests and emphasized the importance of community input in setting priorities.
Staff said survey results and stakeholder feedback will be used to refine the RFP and guide schematic design; the staff report will be distributed through multiple channels, including library mailings and branch flyers. The board did not take a formal vote on procurement at the meeting but urged broad public participation in the survey and stakeholder process.
The meeting adjourned at about 7:00 p.m.
