At its Feb. 10 meeting the Haines Borough Assembly adopted multiple administrative resolutions and received a mid‑year financial report from the borough CFO.
Resolution 02/2128: The assembly authorized the borough manager to execute a construction‑administration contract related to the Haines Borough Wastewater Treatment Plant upgrade for $64,710. The motion was moved and seconded and passed by roll call vote, 6–0.
Resolution 26021229: The assembly also adopted a resolution requesting that the state of Alaska restore CACFP (Child and Adult Care Food Program) reimbursements to licensed licensed childcare providers operating in the borough. Mayor Tom Morphett and others explained the background: federal funds flow through the state for CACFP, and inspection funding had been reduced in the past; the resolution asks the state to reinstate the reimbursement pathway. The vote on the resolution was recorded 6–0.
CFO report: CFO Sheila Stewart reported the borough is six months into FY26. Area‑wide general fund revenues stood at about 60% of budget (partly because of lump‑sum intergovernmental receipts such as payment‑in‑lieu‑of‑taxes and the state's community assistance payment), while expenditures tracked near 50%. Sales tax receipts were up about 2% year‑over‑year. Stewart said some January filings had not yet been fully entered into the new software, which affects timing of recorded receipts.
Next steps: Assembly members directed a follow‑up discussion on whether the borough should provide interim local reimbursements to licensed providers while awaiting state action; that discussion was scheduled for the next assembly meeting so the public and staff can prepare details and eligibility criteria.
