Commission approves intent to create View Vista special improvement district to fund water and sewer work

The Livingston City Commission voted April 7 to declare its intent to create Special Improvement District (SID) No. 182 to finance required water and sewer improvements in the View Vista neighborhood.
City Manager Mr. Gager summarized the multi-year effort and funding plan and told commissioners the city had identified several funding sources, including a 2024 Community Development Block Grant award of $750,000. “We have identified funding for the project, much of it forgivable loans and/or grants such as the CDBG project,” Mr. Gager said, and described the present estimated construction budget at about $2.4 million.
Mr. Gager reviewed the project history: a preliminary engineering report accepted in 2022, annexation of View Vista in 2023 at the neighborhood’s request, engineering design work with TD&H and project coordination with NeighborWorks Montana and state agencies. He told the commission the resolution before them declared the commission’s intent to create the SID so construction could move forward this summer pending the follow-up action to formally create the district.
A member of the public asked why View Vista was using an SID when other recent neighborhoods (Green Acres) had alternatives; staff explained the city followed the same process and noted that property-owner waivers can affect timing. After limited public comment, Commissioner Daniels moved to approve Resolution 5183 and Commissioner O’Neal seconded. The resolution passed by roll call with the four sitting commissioners voting yes (Chair Melissa Nes, Vice Chair Willich, Commissioner Daniels, Commissioner O’Neal); Commissioner Wilcox was excused.
What passed was the resolution of intent; staff said a subsequent resolution to create the SID and a contract award for construction and construction management will return to the commission at a later meeting. Mr. Gager said much of the project funding is grants/forgivable loans, and the city intends to proceed to construction once the formal SID creation and contract awards are completed.
