Taylor Newton, Planning Program Director, presented a draft Act 250 review letter for "The H at Mallets Bay," a proposed hospitality development in Colchester consisting of five cottages (20 rooms), a restaurant, event space, spa facilities and parking located across Lakeshore Drive. Newton said the site is within a designated village planning area on the ECOS Plan future land use map, is served by municipal water and is expected to receive municipal sewer service once a current sewer project is complete.
CCRPC staff summarized the Criterion 5 transportation analysis and highlighted that proposed parking across Lakeshore Drive would require pedestrians to cross the roadway; the proposal includes a rectangular rapid flashing beacon and a new crosswalk, which staff concluded would provide an adequate pedestrian safety connection. Newton also noted the proposal had generated local public opposition and was upgraded from a minor to a major Act 250 review after a hearing was requested.
Newton emphasized that CCRPC's review focuses on transportation and regional plan conformance and does not substitute for other Act 250 criteria or state permitting processes: shoreline setback and phosphorus impacts to Lake Champlain will be evaluated under the appropriate Act 250 criteria and state permits. Chris Shaw moved to approve the draft review letter; Andy Montroll seconded and the motion passed unanimously.
