City Council reopens refuse-billing vote, confirms appointments and approves wide set of transfers and grants

The Brockton City Council on May 11 voted to allow reconsideration of an ordinance that would change refuse billing to quarterly $130 payments, confirmed several mayoral appointments and reappointments, and approved a package of transfers and grants covering municipal departments.

The meeting reopened debate on the refuse-billing ordinance after Councilor Tavares filed for reconsideration. The council voted 7–4 to allow reconsideration, which clears the item to return to council for a future vote.

Council members confirmed a series of appointments that had been favorably reported out of the finance committee. By unanimous or near-unanimous roll-call votes the council confirmed Jorge Vega as chief information officer; Ron Gonzales to the Commission on Human Rights; Alex Arthur Gayard to the Brockton Housing Authority board; Abraham Belize as an alternate to the Zoning Board of Appeals; and reappointed James Sweeney to the Planning Board. Several appointments to the Brockton Cable/Community Access Advisory Board were taken and confirmed collectively.

On budget matters the council adopted multiple transfers and accepted grant funding. Notable approvals included a transfer of $20,000 within the treasurer's personal services accounts and a larger $9,043,440 transfer from certified free cash to the supplemental reserve. The council also authorized acceptance and expenditure of grants including $125,000 from the Executive Office for Administration & Finance to the Department of Public Works (water), $647,185.48 from the Executive Office of Public Safety & Security to the police department, $175,000 from the Massachusetts Office of Travel and Tourism to the mayor’s office, and smaller appropriations for departmental overtime and services. Several smaller internal transfers (city clerk overtime, DPW sewer and water overtime, auditor adjustments) were also adopted.

The council adopted by roll-call an ordinance amending short-term rental regulations limited to the period April 1 through July 31, 2026, to address activity during World Cup events.

The council also approved authorization to grant a nonexclusive perpetual easement for utility access over DW Field Park for the benefit of Mass Electric Company and Verizon New England.
