The Redondo Beach Unified School District Board of Education voted unanimously to approve the district's reimagined English Learner Master Plan for 2024, a policy document intended to guide services for multilingual and English learner students.
Roy Lopez Jr., coordinator of educational services, told the board the plan resulted from a year-long Institute process with the Los Angeles County Office of Education and external partners and is organized around the California English Learner Roadmap's principles. "We welcome and embrace the linguistic and cultural assets that our diverse English Learners contribute to our learning community," Lopez said, summarizing the plan's purpose and core commitments.
Board members and staff discussed counts and outcomes in the district's ELD program. District staff said the district serves about 400 English learners on an annual basis and that reclassification (students meeting criteria to exit ELD status) averages about 18% per year. During the meeting Mr. Cho described the reclassification process and staff confirmed the plan includes program monitoring and evaluation chapters.
The board approved the plan as part of action item 12.3 by recorded voice vote; the motion passed with all members voting in favor. The district said the full plan and supporting documents will be posted on the district website under Educational Services > ELD program after formal acceptance.
The approval codifies staffing, curriculum guidance, and monitoring expectations that district staff said will be used to measure progress and direct future professional learning. No implementation timeline beyond routine program monitoring was set during the meeting; staff said they will report back on progress as part of regular educational services updates.
