Campbell council approves weed‑abatement charge on tax roll, extends small‑cell urgency ordinance, OKs SB 1123 interim rules; clerk merit increase adopted

Council approved an extension of the interim ordinance for 10 months and 15 days to allow staff to prepare formal standards and pursue community engagement (File PLN 2025‑50). The title of the ordinance references FCC18‑133.
SB 1123 / AB 130 interim ordinance (Item 16): Council adopted an interim ordinance to implement changes in state housing law (Senate Bill 1123 as amended by Assembly Bill 130, 2024–2025), expanding ministerial approval for starter‑home projects where applicable (File PLN 2025‑62). Senior planner Daniel Fo explained that the July 1 interim ordinance was updated to reflect technical changes from AB 130.
City clerk merit increase (Item 19): Following an executive‑session performance review, city manager Brian Le presented a resolution to amend the city clerk’s agreement to allow a step increase; the council adopted the resolution.
