Supplemental and non‑municipal requests: Councilors considered moving several supplemental items and outside requests onto the FY27 draft budget for fuller review. Items the council agreed to move onto the draft budget (for further discussion but not final funding) included a state‑funded Maine Drug Enforcement Agency (MDEA) agent (staff recommended using a frozen police position with a state revenue offset), the $24,000 automatic license‑plate‑reader line, and a request from the community drop‑in center for expanded days of service. Several nonprofit funding requests (including LA Arts and Haley Hugs) were also discussed; the council asked staff to produce consistent historical averages and documentation before final decisions.
Executive session: The council voted to enter executive session under 1 MRSA §405(6)(C) to discuss an economic development matter involving disposition of city‑owned property. The motion was moved by Councilor Leroy Walker and seconded by Councilor Tim Cowan; council moved into executive session and adjourned after the closed session.
What this means: Moving items into the draft budget schedules them for analysis, public comment and a formal appropriation vote later in the budget calendar. None of the referrals made on March 2 authorized spending; final appropriation requires a later affirmative vote.
