Public Works seeks $1.24M contract to rebuild Norwalk salt-shed foundation

The Norwalk City Public Works Committee voted April 7 to refer to full council a contract authorization with Titan Enterprises, Inc. for the Norwalk Public Works Center salt-shed foundation and wall replacement project not to exceed $1,240,000, plus a $124,000 allowance for change orders.
Chief of Operations Vanessa Valader described severe rebar corrosion caused by long-term salt exposure and said staff had installed temporary concrete barriers to protect the structure but that storage capacity is reduced, leaving the city short of typical winter salt levels. Valader said shoring the existing structure while removing damaged concrete and replacing the foundations and walls is labor- and materials-intensive, which helps explain the higher price.
"This is very time-sensitive," Valader said, noting the city aims to complete work and restore storage well before the next winter season so stockpiling can occur in October. Staff estimated construction will take about three to four months once mobilized and said they had reviewed the contractor's scope in detail prior to placing the item on the agenda.
Council members asked technical questions about sequencing and alternatives (rebuilding versus rehabilitation). Staff said retaining the building footprint and rehabilitating the foundation was preferable because the roof is new and finding temporary storage space on the tight operations site would be difficult. The committee voted unanimously to move the authorization to full council.
