Committee proposes temporary pause on honorary street-name applications

The Norwalk City Public Works Committee on April 7 voted to send a resolution to full council that would temporarily pause the acceptance and processing of new applications to honor or historic-name city streets so staff and elected officials can revise Chapter 95, Article 2 (sections 95-37, 95-38, 95-39) and develop clearer criteria.
Chair Ann Winterstrand read the resolution into the record, saying the city recognized street naming "reflects the history, culture, and values of the community" and that unchecked requests can create administrative inconsistency and confusion for navigation and emergency response.
Chief of Operations Vanessa Valader told the committee the moratorium is intended to be "reasonable and temporary" while the ordinance committee revises the criteria so the process is fair and transparent. Valader said two petitions currently tabled by the committee would not be prejudiced if applicants supply the requested materials.
Council members asked clarifying questions about scope; Council Person Young confirmed the moratorium covers honorary street namings only and does not apply to building namings. Several council members expressed support for pausing intake until the ordinance is updated.
The committee voted to move the resolution to the full City Council for consideration.
The resolution as read cites proposed procedural revisions to Chapter 95, Article 2 and references sections 95-37 through 95-39; staff and the ordinance committee will draft the specific revisions and hold eventual public hearings as required.
