Lycoming County commissioners on April 9 approved a series of routine budgeted contracts, ratified invoices and confirmed personnel actions, and voted to pay for a $5,000 forensic review of the county’s Partnership Health Center.
The commission ratified invoices totaling $2,154,772.02 and accepted a credit card purchase report of $7,356.56, both presented by county staff. Commissioners then voted to hire a temporary executive secretary in the courts (anticipated start April 13) and a part‑time law clerk in the district attorney’s office (anticipated start April 27), with both positions limited to no more than 1,000 hours annually.
On procurement and service items, commissioners approved a one‑year, budgeted agreement with ESI Employee Assistance Group for $12,978.60 for employee assistance and enhancement services and a professional services agreement with Frederick Santucci at $90 per hour to serve as conflict counsel for cases in which the public defender’s office has a conflict. The board also approved an amendment to the county’s supply agreement with Move NA distribution (formerly Petro Choice) to add additional lubricants, a six‑month preventive maintenance service for the River Ridge Detention shredder at $3,499, and renewal of adult probation case management software for $19,840.
The board approved a pest control contract with High Tech Pest Control ($2,800 for the prison and $2,325 for the pre‑release center) and authorized an agreement with Bradley A. Schriver Fire and Explosion Investigations LLC to provide fire and explosion expert services, including consulting, report preparation and potential testimony for the public defender’s office.
Commissioners voted to fund a professional review by Creative Benefits Inc. for $5,000, taken from contingency funds because it was not included in the 2026 operating budget. The contract is described as a forensic audit to compare the health center’s operating value against the county’s insurance arrangements and determine whether the center delivers a measurable return on investment.
Votes at a glance: All listed items above were approved by voice vote (motions were made and seconded and commissioners responded “aye”). The $400 market evaluation for property at 59 Beach Road presented for item 4.8 was tabled for further information.
