Staff said the allocation is about $3,071 less than last year and that nine applications were received totaling $500,099 (including 20% planning and administration), leaving an $83,584 gap.
The application process included an online submission window, public presentations to the Community Development Advisory Committee (three‑minute applicant presentations), internal multi‑department reviews and a staff report dated March 31. Staff said seven projects plus planning and administration were recommended; two applications were not advanced. Materials, comments and the full draft annual action plan (about 116 pages of packet material) will be published for public review and comment, and staff must upload the final plan to HUD’s IDIS portal by June 6.
Staff emphasized the program focuses on activities that benefit low‑to‑moderate income residents and that the city does not administer an individual homeowner rehabilitation program, so such applications were not advanced. The board was asked to review packet materials and accept the recommended annual action plan for public comment and later submission to HUD.
