Board approves school financing and adopts $5 court assessment for digital citations

By roll call, the board adopted resolution R26‑26 to authorize an application to finance up to $13,465,000 for previously approved school capital projects through the Virginia Public School Authority’s pooled bond program. Finance staff told the board this borrowing would fund work including roof repairs at Brutin High, artificial turf and lighting at TAB High and other school facility needs. No members of the public spoke during the required public hearing on the school financing.
Later the board considered a county‑introduced ordinance to add a $5 court assessment to criminal and traffic citations. County Attorney Richard Hill said the fee would create a segregated fund to pay for a digital traffic ticketing system — software and hardware estimated at about $1,000 per vehicle — which clerks and the sheriff’s office endorse because it reduces manual entry and handwriting errors and shortens interaction time on traffic stops. Sheriff Montgomery said comparable systems have reduced average on‑scene interaction time from about 20 minutes to roughly eight minutes in other localities. The board adopted the ordinance by roll call; the effective date discussed in the meeting was July 1 of this year, when clerks would begin collecting the assessment.
Motions on both items were announced from the dais and passed on unanimous roll calls during the meeting.
