CCRPC committee reviews Draft 2021–24 TIP, hears positive FY20 report and plans June board items

Members of the Chittenden County Regional Planning Commission Executive Committee on June 3 reviewed the Draft 2021–2024 Transportation Improvement Program (TIP), received a positive financial update for FY20 through April, and previewed items for the June 17 Board meeting including a TIP public hearing and an Interstate 89 study discussion.
Charlie Baker and Eleni Churchill referred members to the Draft TIP, memo and funding table. Committee members asked whether CCRPC has any influence over the aviation federal funds listed in the table; Eleni Churchill confirmed that the aviation funding is included for informational purposes and the CCRPC does not influence those funds. Mike O’Brien requested that clarification be clearly noted in the funding table; Churchill said she will make that change.
Forest Cohen, senior business manager, presented the income statement covering July 1, 2019 through April 30, 2020. He reported operations support revenue was at 81.9% of budget (compared with 83.3% of the fiscal year) and that April revenues exceeded expenses by $55,692, leaving a year-to-date positive income of $30,757. Cohen cautioned uncertainty for May and June but said he is hopeful the year can end in the black; committee members praised staff for the favorable position.
Charlie Baker reviewed the June 17 Board agenda, which includes officer elections, warning a public hearing for the TIP, and discussion of the Interstate 89 Study. Baker also raised legislative items for future discussion, including bill S237 (affordable housing) and Act 250 zoning changes affecting towns with sewer and water.
The committee recommended the FY21 meeting schedule for presentation to the board. Members also discussed scheduling a VTrans briefing; Baker said he would aim to invite VTrans Secretary Joe Flynn in September when more state budget information may be available.
